The Diadem partners PDC (www.pdc.dk) and DEMA (www.dema.dk) organised
a Danish workshop November 7th 2008 to elicit response from people
involved in emergency management. The audience consisted of local
incident and firefighters as well as various people from the Danish
Emergency Management Organisation.
The agenda for the workshop was: 1) Presentation of the
Diadem-project. 2) Demonstration of using ARGOS for running various
chemical accident scenarios. 3) Hands-on exercise. (Using a prototype
web-interface for running a prognosis; focusing on communication between
stakeholders.) 5) Idea generation workshop. The focus was on the idea
generation workshop whereas items 2-4 mostly served as an introduction
to the field as well as an appetizer.
The participants provided feedback on problems in specific phases of
an accident, followed by suggestions on how Diadem could help to resolve
these problems. Some of the problems discussed were:
- The emergency dispatch centre has no ability to make dispersion
calculation or other predictions in relation to a chemical accident.
Therefore, they cannot advise the first responders regarding the best
possible roadway, the selection of protective equipment, etc.
- Inability for first responders to obtain product information,
company data and information on hazardous substances on site. There
is no possibility for identification of unknown substances on site.
It is difficult to obtain information regarding the risks related to
Hazmat on the way to the site of the accident.
- The experts are not automatically advised and therefore they have no
opportunity to provide information to the operation control centre
(Vagtcentralen). The experts have no opportunity to guide in
connection with the initial response, they will just be contacted
when everything else has failed. As a result, there is a lack of
opportunity to guide the commander of the first responders en route
to the site of the accident.
- Inability to log data, decisions, communications and operations.
- Missing and/or poor possibilities for communication.
